Guidance on our tenders subject to our public procurement policy
Central to our public procurement strategy is using competitive tendering as the primary means of awarding contracts. This approach serves a dual purpose: ensuring strict compliance with awarding principles and securing the desired quality of services, supplies, or works at the most competitive rates available.

FMO may use different public procurement procedures based on tender value. Refer to the table above for tender types and features.
For contracts with a value of less than EUR 50k, FMO can directly award them without any publication (Single tender procedures). However, for contracts exceeding this value, FMO uses competitive procurement procedures that involve multiple bidders/tenderers. In the case of open and restricted tender procedures (> EUR 300k), FMO publishes the tender notice, whereas for the simplified tender procedure (>50k <300k), FMO invites selected tenderers to participate. Once the offers are received, FMO evaluates them and awards the contract to the best price-quality ratio.
The award procedures are carried out with transparency, equality, open competition, proportionality, and non-discrimination principles. Contracts are awarded with sound financial management and economy principles.
The purpose of the evaluation of tenders is to assess submitted offers against the requirements set in the tender documentation provided to tenderers in the previous stages of the procurement procedure.
Tenders are opened and evaluated by an Evaluation committee formally appointed by FMO, comprising a non-voting chairperson, a non-voting secretary and an odd number of voting members (the evaluators). There must be a minimum of three evaluators for all procedures. The voting members of the Evaluation Committee each have equal voting rights. Each of the tenders that will be reviewed by the Evaluation Committee will receive points depending on the quality of the answers given by the tenderers to the award criteria and the price offered.
Members of the Evaluation Committee and any observers must sign a Declaration of Impartiality and Confidentiality to confirm they are not in a conflict of interest situation.
All communications between FMO and candidates, applicants, or tenderers will be conducted transparently, ensuring equal treatment.
Before contracting, FMO will execute its Know Your Supplier process as part of the Due Diligence. This process includes various steps, depending on the value of the agreement and the country of residence of the supplier.
