Summary of our public procurement policy

FMO's Public Procurement Policy outlines the principles and regulations governing the procurement of services in projects financed by the EC and contracted by the FMO.

Public Procurement is governed by rules intended to remove barriers and open up markets non-discriminately and competently. Our public procurement process is guided by a set of fundamental principles, which include:

  1. Transparency - we uphold transparency at every stage of the procurement process, ensuring clarity and openness in our operations.
  2. Equal Treatment and Non-Discrimination - we provide equal opportunities to all potential suppliers, without any form of discrimination.
  3. Competition - we promote healthy competition to secure the highest quality services, supplies, or works at the most competitive prices.
  4. Proportionality - our approach to procurement is balanced and tailored to each project's specific needs and scale, ensuring resources are allocated appropriately.
  5. Sound Financial Management - we prioritize sound financial practices to optimize the utilization of EC funds while maintaining fiscal responsibility.

FMO is committed to upholding high integrity, inclusivity, transparency, and stewardship standards in its supply chain. The company strives to conduct business with responsible suppliers who respect the rule of law and human rights and understand the nature and impact of the products, materials, and production and transport methods they provide and use. Moreover, FMO recognizes its responsibility to protect the environment.

These general terms and conditions (including the terms and conditions for Delivery of Services and the terms and conditions for Delivery of Goods) apply if FMO enters into an Agreement with the Supplier: FMO- General Purchasing Conditions
