Seynabou Benga joins ICM as new panel member

February 15, 2024

FMO is pleased to announce the recruitment of Mrs. Seynabou Benga as the new Independent Complaints Mechanism (ICM) panel member. Since January 2024, she succeed to Mrs Arntraud Hartmann within the expert Panel of the ICM.

Mrs. Seynabou Benga brings a strong experience to the panel as a human rights and humanitarian law specialist. She is a former Expert Member of the Working Group on Extractive Industries of the African Commission on Human Rights and Peoples' Rights. Mrs. Benga is currently the Director of Human Dignity, an NGO promoting economic, social and cultural rights, a lecturer in human rights law and an independent consultant.

The ICM allows external parties to file a complaint concerning projects financed by FMO. The Mechanism ensures the right to be heard for Complainants who feel affected by an FMO-financed operation in order to enable resolution of disputes and assist FMO in drawing lessons learned for current and future operations.

The Mechanism is a joint initiative of DEG - Deutsche Investitions- und Entwicklungsgesellschaft (DEG) and FMO. Since February 2019, the French Development Finance Institution Proparco has also joined the Mechanism.
