Your role

Given the increased global development- and climate finance challenge, we expect a growth in demand for blended finance structures. We are increasingly working with public financiers like the European Commission (EC) and Green Climate Fund (GCF), to respond to closing the climate finance gap. These initiatives aim to expand a portfolio to approximately EUR 3.1 billion by the end of 2025. We manage several of these programs and facilities directly. Others are subdelegated to third parties who cannot independently access EC or GCF finance as executing entities.

As Portfolio Manager, you develop the proposals for these sub-delegated programs and facilities. You will work closely with Partnerships for Impact (P4i) colleagues. Also, you will work with colleagues outside P4i who develop and implement programs. Within the PIM team, you will manage the portfolio on:

  • Identify new funding opportunities, develop proposals, and structure programs by creating the theory of change, impact narrative, financial plans, and technical support.
  • Maintaining and developing partnerships with the mentioned public finance partners, including coordinating recurring accreditation procedures with the EC and GCF.
  • Joint business development efforts with executing entities.
  • Advocacy and outreach about our blended finance experience within the international development and climate finance communities while keeping up with trends and developments in blended finance.
  • Working with internal stakeholders to identify research / thought leadership opportunities to showcase our blended finance work, and looking for alignment of strategic development of our organization with the priorities funding partners.
  • Supporting relevant departments within our organization with internal change management to ensure effective uptake of new blended finance programs and enhance PIM's strategic program management by adopting best practices.

As a Portfolio Manager, you will work intensely within FMO with:

  • Front office teams, such as investment teams, Strategy, Impact, and ESG, to collaborate to create proposals and gain insight into future climate finance opportunities.
  • Mid- and back-office teams to prepare PARP processes and chart operational implications of new facilities.

Outside our organization, you will work intensely with:

  • Dutch Ministry of Foreign Affairs, European Commission, and Green Climate Fund officials.
  • Executing Entities.
  • Other DFIs, MDBs, think tanks, and philanthropies in shaping the future of blended finance.

Our offer

  • Gross yearly salary of between EUR 95K-105K (including holiday allowance and 13th month). Depending on seniority, years of experience, and background.

Your team

The Public Investment Management & Blended Finance team of (PIM) manages FMO’s Public Funding, thereby representing the Donor and/or Public Funder in the investment process within our organization. At present, the Netherlands government, the European Commission (EC), and the Green Climate Fund (GCF) are our main public finance partners. We also partner with the United Kingdom government and the United States Development Finance Corporation (DFC).

The PIM team is part of the P4i department. You will report to the Manager of Public Investment and Blended Finance.

Your background

  • MSc. degree in finance, economics, political science, or public administration.
  • At least 8 years of working experience in development finance, preferably in program design, fund management, and/or blended finance.
  • Track record working with relevant funding partners (EC, GCF, etc.).
  • International public sector experience and a good understanding of the global development architecture.
  • Experience working in developing countries, preferably in Least Developed Countries.

Personal skills

  • Strong creative- and leadership skills, problem-solving attitude, and proven self-steering capacities.
  • Courage of your convictions and ability to present at conferences and in panels.
  • Strong team skills, contributing to team success and a constructive, positive, and collaborative work environment.
  • Fluency in English; knowledge of French would be a bonus.
  • Willingness to travel.
